     A Dracolich's very existence is grounded in the life force 
residing within its phylactery.  During combat, blows exchanged
between the dragon and its foe tend to loose life energy into 
the surroundings.  By having this skill active while in combat, 
the Dracolich will occasionally attempt to siphon this residual
life force from the area and store it away in the phylactery.  
When this in fact occurs, a small amount of spell points are used
to trap the life energy.
