I say slight though because Chaitan raised some very valid points as well. If you look at the flip side of the comparison with thief/spider, a spider should eat a thief alive in war/pk. I am not familiar with spider, if they get an awareness and/or toughness boost in web, then great, but if they dont, they should get both, similar to a mummy/remorhaz/sirene/etc... since they have that added penalty of needing to be in the prepared room. I think a good rule of thumb is a 25% penalty for classes like that they are out of their natural environment that they can create, while they get a +25% bonus for taking the time to plan around that. This would help with MUD vs. war tactics as well, as both players would jockey to have the advantage as a part of the fight. I always said two things, one, yeah mummy is BS as hell in sands, but if you get them out of sands, they are at a very severe disadvantage. The problem though was that players would just vort to me in sands and fight me there without ever trying to get me out of them and even into an arctic terrain where instead of having a game breaking +30 terrain bonus in my favor, i would have a -30 game breaking bonus against me. Two, always, always, always, drink Bud Light Orange.
