Whether he should be or someone else should be an arch etc...
isnt the issue.
wizlist just showed out of 35 wizards including retired ones,
9 that are either arch or higher. My guess is that because 25%
of all wizards are arches or higher, that would be why there
are no more arches being made.
Of non retired wizards it is 9 out of 24, it is greater than
1/3 of the wizards listed as being active.
I would imagine that these figures probably have something to
do with it.
I only post this due to the repeated nature of everyone consistently
posting, "this person and that person should be arch."
Perhaps this will clear up what seems to me to be the obvious reason.
Whether they deserve it or not, it just appears to be a matter of
numbers.
