Recently there has been an upsurge in the amount of guards patrolling Ariston. This has benefits in the amount of prosperity the town is showing, but it surely does not help the thieves of Ariston, who have since turned to begging simply to earn a crust and survive. Help them out. Clear those guards out, so that the thieves may prosper again. At least 130 of the guards will need to die.
