WARVOTE
-------------------------------------------------------------
The command 'warvote' is used only for Twars (While Booted Tsunami
Wars). It is used to join the war vote so a player can select the
type and rules of the upcoming war. If the player is not already
participating in the war vote, 'warvote' will begin the voting
process for that player. Once participating in the vote, 'warvote help'
can be used to list the arguments necessary to vote for the type and
rules of the upcoming war. You must have the War channel turned on
in order to vote
