Title : skinning player corpses

In light of my PK changes which include a form of corpse protection for
players in the third tier, some natives have voiced complaints that it is
now harder for them to obtain skinned equipment from player corpses.

For now, at least, I've chosen to address this by increasing the bonus for
skinning player corpses. You will have fewer opportunities to earn this
gear, but it will be better than it is currently when you do. I'm open to
more feedback on the issue, though.
