Title : Tentative pk-protection change

Per discussion on changing PK protection levels, I'm tentatively changing
how protection works--here are the details:

1.) The maximum protection level is now 12 (up from 9--protection formely
ENDED at level 10).
2.) The minimum protection level is now 4 (down from 9).
3.) Your protection level is reduced by 1 for each level over 19 your
largest character is, from the maximum down to the minimum.

Consult this table for more:

+3 9
+4 8
+5 7
+6 6
+ 5
+8 4

Keep in mind that this is provisional, and I am open to adjusting these
ranges. As an aside, this feature also applies to wizards--all wizards
will have the minimum level of protection.
