Based on both how the proposals in pksim have played out over the last
couple months and some well-argued player suggestions, I've made a change
to how the concept of "hero risk" is calculated. Hero risk will now be a
static 50k for all heros--the hero system should account sufficiently for
making sure this 50k means more at higher levels. The precise amount here
may ultimately get a small upward adjustment as it gets a chance to play
out.

Since this is a pretty substantive change to the rate of exp gain/loss,
I've cleared current +/- exp values in the pksim, but ket current
blood-point values.

I also want to again express thanks to those of you participating in PK to
help hone this concept--hopefully this will bear fruit soon.
