Title : low level NPCs

Low Level NPCs have had their stats changed considerably. They now scale
much slower and should be able to be killed without as much needs for
heals until about L15 where they are identical to the old NPCs. Their XP
may be a bit lower but their damage done will be even lower still. Also
until L15 NPCs do not gain the benefit from having a higher class weapon
than their natural level based wc. Therefore it is of no benefit to seek
out NPCs without weapons.
