I rewrote some of the hardcore logic today when you try and
become a hardcore to keep down the number of places we had to
keep rules about who can or can't become hardcore. Now it's
safely in 1 place. As such, you might notice some different
things when you play with hardcore but the end logic should
all be the same.

If you can or can't become hardcore when you think you should or
shouldn't, please bug it to my attention. :)
