Ok couple of updates to enlist. There was a slight truncation issue that
meant you lost a level on mercs and you couldn't recruit war mercs, thats
fixed. Level was solely based on cash paid, i made it so its slightly
level based for the base duration, bonus duration you can get from paying
excess. You also can't fail to recruit war mercs now... hopefully. You
also pay your mercs rather than bribe them... not that i see the
difference! Thanks to Raze and Tarkin for your feedback, appreciated.
