Just to clarify - the max movement commands per heart beat
hasn't changed. You can still do 15 movement commands per
heart beat. Each heartbeat your movement max is COMPLETELY
RESET. So if you do 16 movement commands, the last will
be prevented. Next heartbeat you can do 15 more - no problem.

That is different from this new 'laggy commands' set where they
decay over time (at a rate of 1 command per heart beat).

So again - movement commands are no different from before.
