Fey truce is disabled. It may never come back, or it may for
thematic reasons. Until someone takes the time to track down
all the bugs related to this thing once and for all we're just
going to leave it off so it stops screwing up PKs, aggro, and
wars.

I think I got it completely disabled so if you see some messages
or get some mother's wrath on you then log it, bug it, and send
it in.
