OK that previous steal change was temporary until I got implemented
what I really wanted. I reinstalled a PORTION of the licensing
system some of you may remember. You can't go purchase license
(s) but you may be rewarded one automatically now.

First, let me remind (describe) to new players what licenses are.
Basically a license is a hunting license to attack a player outside
of your normal PK range. We used to allow people to pay to attack
someone outside of their range.

Now, stealing *IF CAUGHT* (which means the targetMUST HAVE
'catch' on) will reward the victim with a hunting license against
the thief (any steal skill [sleight, mug, rob, etc]).

This license will allow the target attack the thief BUT it will
also allow the thief to attack the victim.

Furthermore, I've taken out the steal range restriction
so thieves can once again steal from
anyone > level 10. Yes, this means a hero thief can steal from
a level 10. I want it that way, this is a dangerous place and
you need to learn to protect your money or defend yourself.
Hell, even monsters can use debit cards now.

BUT, if a hero steals from a level 10 and the level 10 has catch
on AND the level 10 catches the hero (yah, how likely is that?)
it will reward the level 10 with a hunting license on the hero.
This also means that the hero can then blick the level 10.

Moral of the story? Don't use catch on unless you REALLY want to
'catch' thieves. Remember that catch on only initiates combat and
rewards a license, it doesn't mean that if it's off you won't
actaully NOTICE the thief. So if you're a low level 15 and are
scared (as you should be) of hero thieves, leave catch off.
If a level 15 steals from you, you won't start combat, but you
will see him (if caught) and can then fight with him (using normal
PK rules).

This also means that, for instance, level 19s stealing from heros
outside of PK range will reward the hero with a hunting license
(on top of their quit timer for the aggro action) and the hero
can then have fun hunting that level 19.

So, it works both ways.

See 'score' for al isting of people you have a license on (it
only shows people you have a license on, not that licensing you).
