Going to extend the rules of harassment to include excessive and
purposefull annoyance of anyone you cant attack legally, or who cannot legally attack you.

This includes, but is not limited to:
- Taking corpses
- Stealing kills of npcs
- Giving detrimental objects
- etc

While a single kill-steal will not be considered harassment, following a
newbie around to take their corpses and prevent them from exp'ing will.
This is a highly subjective issue, so use your own judgement when
reporting it. Remember that it is never a good idea to waste a wizard's
time in a lame atempt to get someone banished when they don't deserve it.

Note that stealing via the 'steal', 'shadow' or similar skills is never harassment as long as the target is legally permitted by the skill.
