I've fixed up surveys so you can only vote once per account now.
In the process, I had to close down all old surveys which at
the same time loses the information about which option you had
voted for (because we now use accounts, not chraracter names).
If you feel inclined, you can still LOOK at closed surveys
to see what the populace felt at that time.
We need to make some new surveys. If you have ideas for some
let me know.
