Title : next round of PK changes

Next round of PK changes:

1: You can attack anyone that has a higher PK rank than you. See
'pkrank' if you have been living under a rock. This is important
because you can already attack any player higher LEVEL than you. As
an example, the top PKer right now is Tech, a level 10 Fire Drake.
If #3 Georgios wants to take over that spot he has three options. (1)
kill Tech (to make him fall), (2) kill lots of others himself to make
himself rise, or (3) wait for Tech to drop rank himself from lack of
PKing. The problem with that approach is that Tech couldkeep
himself up there by PKing lowbies and highbies couldn't knock him
off.

Anyway, this change now means - if you think you are a badass enough
PKer to get a high rank you better be ready to defend that rank.

2: If, during a shame period, you PK the person who killed you and
shamed you, you will remove your shame. Again, a few examples will
help:

Caterpillar kills and, therefore, shames Soma.
Soma rezzes, retaliates and (breaking his protection) attacks and
kills Caterpillar. Now Soma is no longer shamed and Caterpillar in
turn is shamed! Revenge killing!

But as another example:

Caterpillar kills and shames Soma.
Soma rezzes and kills Duck (since he's a wimp). Soma STILL is shamed
(by Caterpillar) and Duck is then shamed by Soma.

So you can see here how just killing ANYONE didn't break Soma's
shame, he has to revenge himself or waitfor the penalty to expire.

3: By popular demand and a cool idea we have removed silencing from
shaming . . . sort of. By default now, when you are shamed you are
NOT silenced. However, your killer can at any time during the shame
period 'gag' his victim. He can also 'ungag' him at will! The gag
period ends when the shame does, just like it did before. The gag
also acts just like silence previously - no tells to the killer, say
-> grovel, no shout/pose, restricted channel usage on a timer (no
more than one message every few seconds).

We are happy with this and hope you guys are too. This is really
fleshing out to something we have been designing for about half a year
now.
