Arrows now cause the enemy to become more attentive to his
surrounding environment, in turn reducing the effectiveness
of stealth skills against that monster.

This was done to address several 'balance' issues where
hunters were able to in fact outdo thieves in terms of
attacks avoiding hunting hits. We've gone this route
to try to avoid the need to reduce skills such as
arrow and silentwalk.
