I have updated the way banish and unbanish handling work to keep better
track of who was banished when, by whom and for what. This will allow us
to build a sort of 'karma' profile on each player and ramp up punishments
(or rewards) of players who repeatedly abuse mechanics (or help by
reporting bugs.) If you notice any errors, or anything you could do before
that you can't do now, please let me know.
