Title : PKs and Shame

As you may remember, the new PK system (still in development)
creates "shame" for the player who is PKed. Some other time
we'll get into where we're going with this, but for now parts
of it are in game. What you need to know is that being shamed
currently means:

1: Your title is set to show your [SHAME], and who killed you.
2: You are forced 'who on'.
3: You are 'silenced'.

Silence means you cannot shout, pose, use channels, when you use
'say' it comes out as 'grovels' :), and you cannot send tells to
the person who killed you. Otherwise you can use tells.

All of these same effects wear off in some number of minutes,
currently 15 for all effects (on the MUD minute mark).

The title and who status go back to what they were after the
shame ends.

Enjoy beating your victims into submission and showing everyone
who the real master is!

Obviously more to come, this is just the ground work.
