The Sylph can summon a mighty cascade of lightning from the high winds. The bolts will cascade about within the Sylph's realm of control, but do so of their own accord. The Sylph can summon the initial barrage against her foe, but then the bolts leap about with their own mindless fury.
While the bolts may be summoned directly from the high winds, they are more powerful if the Sylph has taken local control of the weather.
