Greetings Denziens of Tsunami,

The storm wyrms of Tsunami have begun to question why they must always
summon the storm. Are they not the storm, incarnate?

In times of peace a Shen-Lung shall always be under the effect of STORM
and ELECTRIFY.

Very small Shen-Lungs may still find that their natural electrify is still
mearly *STATIC* but as they grow so too is their natural defense.

In times of war both will need to be cast and will degrade as what has
previously been "normal".

This may be a slight buff to Sen-Lung as their electrify dissipates
slightly over time.

However generally speaking the skill-values are the same its just the
convenience of not having to continuously activate.
