The War voting system has changedslightly.
For multipliers 1 to 5 - You only need 1 vote to postpone the war.
From 6 to 20 - The votes required to posting go up by 1 for every multiplier increase
up to a total of 15 votes.
example: a x6 War requires 2 votes.
a x10 War requires 5 votes.
A x15 War requires 10 votes. etc.
