Title : increased Global PVP Bonus for non-ind wars

Because independent wars result in more total kills than team/leader wars,
there was a clear incentive to vote for them in order to get a larger
global PVP bonus for the next boot. I've doubled the amount of bonus for
team wars to encourage this not to be a factor in your voting practices.
