Title : pksim update

I've updated the 'pksim' calculations once again to be a little more
lenient to players in the first and second tiers--they now only lose exp
if the killer is also in one of these two tiers.

Keep in mind that these rules are still just in the testing phase, no one
is actually losing exp for now.
