Normally I wouldn't post a change about a bug fix but this bug
has been hiding for a few weeks at least and a lot of players
know about it - so I want them to know it's fixed!

When you summon/compel/whatever someone it's an aggressive
action. Now, if they 'permit' you to summon them, you won't
get an aggro timer / quit timer because of it. There was some
broken logic in the code about the quit timer and even if the
target was asking you to summon them you would still get a quit
timer.

This also applies to the summon scrolls - also fixed.
