Title : changes to juggernaughts

As part of an effort to balance the various upgrades against one another:

General: weapondam has been reduced from 2.5x to 2x weapon skill.

Changes to systems:
Armor Plating: AC bonus reduced
Structural Integrity: toughness bonus reduced
Drive System: SP cost of high level movement reduced
Automated Repair: is now passive-only, HP-only, but a bit faster
Armor Coatings: gives a toughness bonus, as well as other effects listed.
Cargo Loaders: carry is now 10/20/40/80/160/320
Power Plant: is now passive SP heal. Does not reduce move cost of drive.
Weapon System: change t weapon class. Level 2 weaponry is now a hammer,
level 5 weaponry is now sonic but has much lower weapon class.

Max Upgrades raised to level 6 from 5, 6 becomes
available at 19+4.

Maul and Devastate have been increased somewhat.
