Permanence:
Chance to perm inscribe increased, however, perm
level basically has to exceed inscribed level so
since both pass through gen_spell on same
stat base to succeed more than 1/2 the time
you probably will always choose to mod perm
vs inscribe, chance to perm enchantments is
much easier even witch stacked enchants (to a reasonable point)
Inscribe:
You can no longer inscribe booster items
ie items that are considered "magical" already,
since it is now assumed that their stat/skill
boost I an inscription from an elder time :)
The power of inscriptions for nonenchanters is
one half.
