today I realized that you can mug could mug eq off low level monsters
effectively bypassing the 5 level cap on kill. this has been loophole has
been closed. mug is now prevented agains monsters more than 5 levels lower

in making changes to mug, i added a steal resistance value to gen_eq
items. the more valuable the item, the more likely its owner will want to
hold on to it and induce higher fail rates with mug skill. in making this
change and testing values, i realized that the previous mechanism for
resisting mug was nearly useless ( at lvel 25 anyway ) and my testchar
was 100% successful in mugging items from equal level monsters. I dont
feel that should be the case. it should be difficult to mug items from
equal level monsters. so i made changes to how mug is resisted. its now
harder to mug items... other alike skills such as entice will be changed
soon as well
