Title : bugs command

I've tweaked the output for the bugs command to respect the number of your
setenv columns setting and use the whole space if possible. This should
just be a display change, but let me know if it causes problems.

As a side note, the way bug reports were stored before today means those
bug reports will continue showing out to the old number of columns--but
new bug reports will show out to the full length. It will look a little
wonky in the interim. In the long run, however, the wizhood as a whole
will so thoroughly enjoy looking through the bug-bin that bug resolution
rates will inevitbly skyrocket.
